Over 6 months and suspended still not activated

My was suspended for not responding to buyer due to family emergency.
Item was then shipped to buyer.
I have submitted request over 6 months ago with all the order details but still not activated.submitted another request a month ago, still nothing.
Is this normal to wait this long?
